City Records

The annual city budget contains the revenues, expenditures and liabilities of the City for the next fiscal year. Illinois law (Chapter 65 ILCS 5/8-2-1) requires that the City Council adopt their annual budget on or before December 31 of the previous year.

Budget Process

The Office of Budget and Management compiles information regarding the projected taxes and resources available and expenses to be incurred for the next fiscal year beginning January 1st and ending December 31st. Prior to August 1st of each year, the Budget Director files the following year Preliminary Budget Estimate Report with the City Clerk outlining the city’s fiscal projections. After review and revision, the Mayor submits his Executive Budget recommendations to the City Council for consideration. (Chapter 65 ILCS 5/8-2-2 of the Illinois Compiled Statutes requires such submission on or before November 15th of each year while Mayoral Executive Order 2011-7 imposes an October 15th deadline.) Upon introduction, the budget document is referred to the City Council Committee on the Budget and Government Operations for deliberations and departmental testimony. In accordance with Illinois law (Chapter 65 ILCS 5/8-2-6), the City Council conducts at least one public hearing on the budget and makes such document available to the public prior to taking final action thereon. Additions or amendments to the budget are also considered by the City Council with final approval of a balanced budget completed by December 31st of each year.

Pursuant to Section 2-156-150 of the Municipal Code, each Alderman is required to file a Statement of Financial Interest with the City Clerk. These statements are open to public inspection and contain information regarding the reporting individual’s financial interest which:

  • entitles the owner to income in excess of $2,500,
  • has a cost or present value in excess of $5,000, or
  • represents more than 10% of corporation, partnership, sole partnership, firm, enterprise, franchise, organization, holding company, joint stock company, receivership, trust, or any legal entity organized form profit.

Statements must be filed by an Alderman at the time of filing his oath of office and then annually thereafter. The deadline for filing statements is May 1 with a late fee assessed for statements filed after the deadline. Failure to file statements by May 31 constitutes a violation of the Chapter 2-156-190(a) of the Municipal Code.
