City Clerk Miguel del Valle’s Modernization Agenda

City Clerk del Valle set out to modernize the Office of the City Clerk to bring more efficiency and visibility to City Clerk services by providing greater public access to City Council records, expediting the sale of vehicle stickers and dog registrations and expanding community outreach programs and services.

The pillars of City Clerk del Valle’s modernization plan are an electronic cashiering system and a City Council Division legislative document management system. The automated cashiering and document management systems will provide greater efficiency, accountability and transparency at the Office of the City Clerk.

Implementation of an Electronic Cashiering System

In 2008, City Clerk del Valle received funding for a state of the art electronic cashiering system.

      This system allows us to:

      • Print vehicle stickers on demand in a manner of minutes. The new vehicle sticker,
       introduced for the 2009-2010 sticker, also includes residential parking permit zone         numbers, eliminating the need for a second residential sticker.

      • Have tighter inventory controls to ensure that all vehicle stickers are
        strictly accounted for.

      • Verify each transaction to make certain each customer is charged the
         correct amount.

      • Provide best practices for reconciliation and balancing of cash drawers.

      • Electronically track transactions and provide real-time check verification.

      • Generate automatic notification to dog owners to renew their dog registrations
        and print dog registration stickers, which will replace the manually processed
        dog tags.

Public Access to City Council Records Implementation of a Legislative Document Management System

Previously, public access to City Council records was limited to the City Hall office. To bring more transparency to city government, City Council records can now be found on the website including:

      • Searchable City Council Journal of the Proceedings archives.

      • Substantive legislative proposals.

      • Live streaming video of City Council meetings.

Once funded, an automated Legislative Document Management System will be implemented to:

      • Simplify the publishing of documents in both paper and electronic form.

      • Create a searchable on-line document library on City Clerk del Valle’s website
        making city government more open and accessible to the public.

      • Minimize effort in managing content and maximize automated processing.

          The City Clerk's office
             is responsible for:


Maintaining official records of city   government.

Publishing the Journal of   Proceedings of the Chicago City   Council.

Issuing all business, liquor and   other city licenses.

The sale of more than 1.1 million   vehicle stickers and over 100   thousand residential permit
  parking stickers.

  With a staff of 120, the City Clerk   is the second highest ranking   official and the most visited office   in City Hall.
